Scientific fields are not built by concepts alone. They are built by shared objects that let researchers compare results.

For Human Capacity Studies, that infrastructure includes construct and measurement registries, explicit distinctions between validated and candidate measures, shared datasets, reporting structures that keep person and environment visible, and versioned evidence maps, protocols and measurement systems. These structures can expand as the field does without changing the object they serve.

The purpose of this infrastructure is not administrative neatness. It is epistemic discipline. Without it, ‘capacity’ can quietly mean ability in one paper, performance in another, independence in a third and opportunity in a fourth. Results that appear to agree may be measuring different things.

The Consortium belongs here for the same reason. A science organized around human capacity cannot remain the intellectual property of one framework. It needs people who can challenge the categories, contribute measures, test the models in different populations, build competing explanations and decide which pieces survive.
